Visual Studio Professional is licensed on a per-user basis. Each licensed user may install and use the software on any number of devices to design, develop, test, and demonstrate their programs. The software included in the license is the current version of the software, Visual Studio Professional 2015, plus downgrade rights to simultaneously run prior versions of Visual Studio Professional to which you may otherwise have access.
If you are an individual developer working in a classroom learning environment, for academic research, or contributing to open source projects you may qualify for a free version of Visual Studio, called Visual Studio Community. Visual Studio Community 2015 includes all the great functionality of Visual Studio Professional 2015, designed and optimized for individual developers, students, open source contributors, and small teams.
